Arab leaders to meet in Cairo to approve Gaza reconstruction plan

Jordan Daily – As Israel signals a potential return to conflict in Gaza, referred to as the “Hell Plan,” an emergency Arab summit convenes in Cairo on Tuesday to finalize a reconstruction plan for the war-ravaged Palestinian enclave.

Egypt, which announced weeks ago that it had prepared a reconstruction strategy for Gaza, will present the plan to Arab leaders for approval. Egypt’s Foreign Minister Badr Abdel Atty confirmed the plan is ready and will be discussed at the summit.

Key details of the proposal have emerged, including the creation of a “mission to assist in governing Gaza,” temporarily replacing Hamas’ administration. This mission would handle humanitarian aid and oversee reconstruction efforts. The plan also warns that international funding for Gaza’s recovery would be limited if Hamas remains the dominant political and armed force in control.

However, the proposal does not address critical questions, such as how Gaza will be governed post-conflict, who will finance the reconstruction, or how to remove Hamas from power.

The initiative follows global outcry over U.S. President Donald Trump’s earlier plan to take control of Gaza, turning it into a “Middle East Riviera” by relocating its Palestinian residents to Egypt and Jordan.

Arab countries united in opposition to the proposal, with Riyadh hosting talks last month to discuss joint efforts to support the Palestinian cause. Trump later softened his stance, saying he would only recommend the plan.
