Doha summit convenes as Arab, Muslim anger peaks over Israeli strikes

Jordan Daily – Arab and Islamic leaders will gather in Doha on Monday for a joint summit overshadowed by an Israeli strike on the Qatari capital, raising expectations of stronger regional action over the war on Gaza.

Qatar, a key mediator between Hamas and Israel, said the meeting would not be a routine summit. The attack, which targeted Hamas figures in Doha, has expanded Israel’s conflict beyond Gaza and injected urgency into the talks.

Leaders are expected to condemn Israel’s military campaign and debate options ranging from recalling ambassadors and suspending normalization, to cutting economic ties and mounting an international campaign to censure Israel. Some states are pushing for coordinated pressure on Washington, Israel’s main ally.

The summit will also consider backing Qatar and Egypt’s mediation role, while reaffirming calls for a Gaza ceasefire and humanitarian access. Proposals under discussion include opening the Rafah crossing, protecting aid deliveries under Arab or Islamic auspices, and launching reconstruction plans.

Iraqi Prime Minister Mohammed Shia al-Sudani said Arab and Islamic countries “hold many cards” to confront Israel, warning that the attacks “will not stop at Qatar.”

Public opinion across the Arab and Muslim world is pressing for concrete steps after years of largely symbolic summit declarations. But analysts say military action remains highly unlikely, leaving economic, diplomatic and political tools as the most feasible levers.

For Qatar, which hosts both U.S. forces and Hamas envoys, the summit is also a chance to reinforce its role as a trusted mediator while framing the strike on its soil as an attack on wider peace efforts.
