
Jordan Daily – The Hashemite Kingdom of Jordan and the European Union held the 14th meeting of the Subcommittee on Human Rights, Democratisation, and Governance in Amman on 30th September 2025, within the framework of the EU-Jordan Association Agreement (2002), EU-Jordan Partnership Priorities (2021-2027), and in the context of the Strategic and Comprehensive Partnership signed in January 2025.
The discussions focused on strengthening Human Rights, Rule of Law, Good Governance, and promoting Equality and non-discrimination, the EU said in a statement released today.
The EU and Jordan discussed how to advance progress on these shared values that guide their Strategic and Comprehensive Partnership, as well as reviewed positive developments and raised issues of concern in a constructive spirit.
Jordan shared updates on its ongoing political and judicial reforms, including efforts towards a multi-party system and increased participation of women, youth, and other underrepresented groups. The EU reiterated its commitment to continue to support Jordan’s political modernisation agenda. The EU and Jordan agreed to further discuss the recommendations of the EU Election Observation Mission. The EU expressed continued support, including through its cooperation programmes, to the ongoing reforms undertaken by Jordan to improve its judiciary.
Acknowledging ongoing challenges, Jordan and the EU reiterated their resolve to uphold human rights and democratic principles. Both sides emphasized that freedom of expression and a protected civic space are essential democratic values, and stressed that an enabling environment is essential for civil society organisations to operate independently and contribute to the aspirations of societies. In this context, the EU and Jordan discussed the implementation of the Cybercrime law adopted in August 2023.
The EU and Jordan agreed to both continue working to achieve further progress in the promotion and protection of human rights and reiterated their dedication to gender equality, combating discrimination and further promoting the rights of persons in vulnerable situations.
The EU commended Jordan’s leading role in hosting large number of refugees, including from Syria, and confirmed its commitment to continue supporting both refugee and host communities in Jordan.
The EU expressed readiness to continue to support Jordan’s efforts in working to promote the rights of persons with disabilities, including in implementing strategies stipulated in Jordan’s Law on the Rights of Persons with Disabilities, its initiatives and commitments made at the third GDS as well as the Amman-Berlin Declaration.
The EU and Jordan each reiterated their principled position on the death penalty. The EU and Jordan both underlined the importance of ensuring the absolute prohibition of torture.
Both parties committed to intensify their cooperation and their readiness to explore joint initiatives at regional and international level. They underlined the critical importance of multilateral efforts to preserve the rules-based order and uphold international law, including human rights law, international humanitarian law and the principles of the UN Charter.
The meeting was co-chaired by Saja Majali, Director of the Human Rights Department and Mr. Alessio Cappellani, Head of Division for Jordan, Lebanon and Syria at the European External Action Service.
