BAKU, Azerbaijan- A large-scale coastal project north of Baku is transforming Azerbaijan’s Caspian shoreline into a modern residential and leisure hub, part of the country’s broader effort to diversify beyond oil.
Sea Breeze, a master-planned resort and residential complex spanning several kilometres of coastline, has grown from a small collection of summer villas into one of the nation’s most ambitious private real estate developments. The project combines beachfront residences, hotels, retail, and public infrastructure into a single integrated district roughly 30 minutes from central Baku.
The scale of the development reflects broader economic ambitions. Azerbaijan, long reliant on oil and gas exports, has sought to diversify into real estate, hospitality and services. Large mixed-use projects such as Sea Breeze align with that strategy, aiming to attract regional buyers and international visitors while expanding the domestic property market.

Backed by substantial private investment, Sea Breeze has delivered millions of square metres of residential and commercial space. Apartment buildings, villas, townhouses, and serviced apartments now accommodate thousands of residents year-round, supported by schools, medical centers, sports complexes, and supermarkets.
Jeyhun Jafarov, Sales Manager at Sea Breeze, told Jordan Daily, the project is designed as a fully integrated community, blending everyday urban living with resort-style amenities. Beach clubs, restaurants, entertainment venues, and a private marina operate alongside residential and public facilities, creating a vibrant, year-round environment.
Extensive landscaping, pedestrian promenades, cycling lanes, and green spaces form a central part of the master plan, reflecting a focus on sustainability and long-term livability.

Sea Breeze reflects growing investor confidence and rising domestic demand for modern housing near the capital. Property sales have attracted buyers from Azerbaijan, and other neighbouring countries, Jafarov noted.
Sea Breeze has hosted international concerts, cultural festivals, and investment forums, reflecting Azerbaijan’s broader efforts to position itself as a regional hub for tourism and business.
Future phases of the project include additional residential clusters, hospitality projects, and expanded entertainment zones. According to Jafarov, the long-term vision is to establish Sea Breeze as a distinctive waterfront district that merges resort-style architecture with permanent urban functionality.
As cranes continue to mark the skyline north of Baku, Sea Breeze stands as a visible symbol of Azerbaijan’s attempt to leverage its Caspian coastline for economic diversification- transforming a once-seasonal seaside area into a permanent, investment-driven urban hub.
