Jordan Daily - Under the Patronage of Minister of Education, Azmi Mahafzah, the Ministry of Education (MoE), UNESCO, and the Global Partnership for Education (GPE) have launched a USD 1 million grant to support Jordan's education reform agenda accelerate digital transformation in schools.

Minister Mahafzah said: “Investing in our system capacity means investing in our ultimate mission. This grant bridges the gap between our current operational limitations and our highest strategic goals. True institutional progress requires more than just funding programs; it requires strengthening the systems that run them. The System Capacity Grant directly targets and fixes our underlying operational barriers, giving our workforce the tools and frameworks required to drive nationwide transformation.”

Building on a successful implementation of the first phase of the GPE System Capacity Grant, which supported the development of Jordan's Education Sector Analysis (ESA), Education Strategic Plan (ESP) 2026–2030, and Jordan's Partnership Compact, the second phase marks the transition from planning to implementation. Developed through an inclusive partnership dialogue led by the MoE, Jordan's Partnership Compact identified digital transformation as the country's priority reform area to improve learning, equity and system performance, supported by stronger data and evidence, sector coordination and education financing.

With this new contribution, GPE’s total System Capacity Grant support to Jordan rises to USD 1.55 million, with UNESCO as Grant Agent.

UNESCO will continue to provide technical assistance to the Ministry of Education, and support its transition towards the new Ministry of Education and Human Resource Development, drawing on its longstanding partnership with the Government of Jordan and its global expertise in education sector planning, digital transformation, education financing, monitoring and evaluation, data systems, gender equality, inclusion, and institutional capacity development.

The first financing phase established the foundation for Jordan's next generation of education reform as articulated in their new Education Strategic Plan 2026–2030, and Partnership Compact. This additional GPE financing enables us to move from planning to implementation and build on important achievements to accompany the Ministry in translating its vision into tangible improvement for learners, teachers, and education institutions across the Kingdom."

Aligned with Jordan's Economic Modernization Vision, Public Sector Modernization Roadmap, and Education Strategic Plan 2026–2030, the two-year programme will provide targeted technical assistance and institutional capacity development to strengthen education data systems, governance, and financing. It will also support the development of Jordan's Digital Education Roadmap and update other key planning and coordination tools to help translate national priorities into sustainable system reforms.

Together, the Ministry of Education, UNESCO, and GPE are working to build a more inclusive, resilient and digitally enabled education system that delivers better learning for every child in Jordan.The GPE SCG builds on UNESCO's broader System Strengthening Partnership (SSP) programme, implemented through the Multi-Partner Trust Fund supported by Canada, Italy, Norway, and Switzerland. Together, these investments help align support behind Jordan's Education Strategic Plan 2026–2030 and Sustainable Development Goal 4.
